GRADUATED SANCTIONS

Graduated Sanctions Programs are often referred to as the “core” programs because they are essential community reactions to anti-social juvenile behavior.

The First Judicial District JIAS is a consolidated program providing JIAS services for both Atchison and Leavenworth. The Leavenworth Department of Juvenile Services, often called the Juvenile Detention Center, operates JIAS and many other beneficial youth programs.  

Two types of community supervision programs are funded by JJA state block grant money: Juvenile Intensive Supervision Probation (JISP) and Community Case Management (CMA). Both are concentrated supervision programs for youth who have been adjudicated of crimes and who have the opportunity to remain in the community during their sentence.  Ideally, community supervisors have access to more state and local resources to help youth successfully rehabilitate in the community if possible. The system has within it a graduated system of placements, ranging from Emergency Shelters to Level 6 therapeutic placements. Youth returning to the community from Juvenile Correctional Facilities (JCF’s) are also supervised by Community Corrections.

Last fiscal year, over 960 youth were served by local graduated sanctions programs at a public cost of about $380 per youth.  Compare this to the estimated $12,000 annual cost of incarcerating one citizen.
